Yamabushi no onryō

The grudge-spirit of a mountain ascetic. The fear attached to it is not a fear of magic but a fear about a social position, and the position can be documented: a yamabushi was a practitioner of the mountain discipline who belonged to no village, moved between provinces, was used as an intelligence carrier by more than one domain, was subject to his own category of policing, and worked a trade on the side in the villages he passed through. Everything that was feared about his resentment follows from that, and none of it requires a supernatural premise.
